Following a review, the Cabinet Secretary for NHS Recovery, Health and Social Care and the Minister for Social Care, Mental Wellbeing and Sport have agreed to withdraw the ‘Coronavirus (COVID-19): use of face coverings in social care settings including adult care homes’ guidance and the ‘Coronavirus (COVID-19): extended use of face masks and face coverings in hospitals, primary care and community healthcare settings’ guidance.

A lack of appropriate community support means too many autistic people and people with learning disabilities are kept in unsuitable secure mental health hospitals.

We have updated our technical guidance on the public sector equality duty (PSED).

Since 2012, when the first PSED technical guidance was published, a number of changes to statute and case law have taken place. This includes the introduction, by statute, of the gender pay gap reporting requirement on public authorities with more than 250 staff.

The Scottish Human Rights Commission supported development of the plan.

The Scottish Human Rights Commission has welcomed the publication of Scotland’s second national human rights action plan (SNAP 2) today, but warned more must be done to make rights real for people across the country.

The Guidance for repurposing prescription only medicines (POMs) in care homes and hospices during the Covid-19 pandemic is being withdrawn and should no longer be used after Friday 31 March 2023. The associated Joint statement on ethical and professional decision-making and risk assessment will also be withdrawn.

Following on from the face mask guidance update for social care settings including care homes for adults and older people on 7 September, the Scottish Government/NHS face mask poster has been amended. Please note there is no change to the guidance.

The poster refers to the National Infection Prevention and Control Manual and the Care Home National Infection Prevention and Control Manual. This is to clarify that the use of face masks noted within the national guidance in relation to contact with a confirmed or suspected case of respiratory infection remains in place.

We have published the new quality framework for nurse agencies. It reflects Scotland’s Health and Social Care Standards, which are rights-based, person-led and outcome-focused.

The primary purpose of the framework is to support services to self-evaluate their own performance.  It will also be used by our inspectors to provide independent assurance about the quality of care and support.  By setting out what we expect to see in high-quality care and support provision, it can help support improvement too.

The National Lottery Community Fund has said charities are facing pressure on services as costs soar.

We are formally investigating Pontins holiday parks due to continued concerns about discrimination against Gypsies and Travellers.

Our investigators are looking at:

  • Whether Pontins has committed race discrimination against Gypsy and Traveller guests, prospective guests or their associates in how it provides its service.
  • Whether Pontins’ booking policies directly or indirectly discriminate on the basis of race, including a requirement that guests, or prospective guests, are on the electoral register.

Whether Pontins’ intelligence, information and record-keeping systems are operating in a way that discriminates directly or indirectly on the basis of race.

Living wage increase brought forward

Scotland’s living wage will provide a vital cost-of-living boost to more than 57,000 people as the rate rises from £9.90 to £10.90 today.

This year the announcement of the new rate has been brought forward from November, in recognition of the sharp increase in living costs.

Help has to be delivered immediately if charities are to avoid closure

UK government sources have confirmed charities will be given financial support with energy bills from October.

An announcement by the Department for Business, Enterprise and Industrial Strategy said support will be backdated, suggesting that the scheme could take many weeks yet to roll out across the country.
