CCTV guidance questionnaire
As part of our ongoing work to support safe, ethical and person-centred use of digital technologies in care, we are exploring how cameras, CCTV, audio recording devices and sensor-based monitoring equipment are currently being used across services.
We know these technologies can offer real benefits, from improving safety to supporting people’s independence. However, we also hear that the legal and ethical landscape can feel unclear — particularly around data protection, consent, privacy, and what to do when families install monitoring devices in someone’s home.
To help us shape clear, practical and accessible national guidance, we are asking providers to take part in a short questionnaire about their experiences. We want to understand:
- how confident you feel making decisions about surveillance and monitoring
- which technologies you are seeing in practice
- the challenges you face
- what support or guidance would help you most.
Your insight will make a real difference. The experiences you share will ensure the guidance we develop reflects the realities of practice and supports providers in a way that is fair, practical and meaningful.
What do we mean by sensor‑based or monitoring technology?
For this questionnaire, sensor‑based or monitoring technology includes any digital device used to monitor a person or their environment. This may include:
- CCTV or video cameras (inside or outside the home)
- audio recording devices
- door, movement or activity sensors
- falls sensors or bed/chair sensors
- wearable devices (for example, GPS trackers or activity monitors)
- smart devices used for monitoring (for example, Alexa/Google devices with drop‑in features)
- video‑calling devices used as monitoring tools.
Hearing directly from those delivering care is essential. Your contribution will help us develop guidance that is realistic, person‑centred and grounded in everyday working practices.
The questionnaire only takes a few minutes to complete, and we would be grateful if you could respond by Friday 14 March 2026.

The new Digital Leadership Pathway is now available, offering a simple and flexible way to build your confidence and skills in digital leadership. You don’t need to be a tech expert — this pathway focuses on how we work with people, improve services, and use digital tools effectively.
The pathway is organised into four levels — Explore, Embed, Drive, Shape — so you can start where it makes sense for your role and development. Each level includes practical learning, programmes, and resources. There’s also an Elevate section highlighting opportunities to apply your learning and increase your impact at local and national levels.

The Digital Leadership Pathway is part of the wider Thriving in a Digital Age Pathways, developed by NHS Education for Scotland for the Scottish Government and COSLA. These pathways cover key digital and data topics including: Digital and Data, Cyber Security, Artificial Intelligence (AI) and Digital Leadership.
They are open to everyone across the health and social care workforce in Scotland —regardless of profession, organisation, or level of leadership.

Our recent digital social care webinar – watch the recording
Thank you to the 225 colleagues who joined our recent webinar. The session brought together national partners to explore how we can strengthen digital capability, build confidence and leadership across the workforce, and embed rights‑based digital practice in services.

Digital and Data Capability Framework: supporting the sector to build confidence and improve practice
We are pleased to share an update on behalf of colleagues across Scottish Government, COSLA and NHS Education for Scotland (NES), who are continuing to expand access to the Digital and Data Capability Framework, the Self-assessment tool, and the Organisational Dashboard.
These resources are designed to help services reflect on their digital maturity, understand areas of strength, and identify where further development could support better outcomes for people experiencing care. They offer a structured, practical way for organisations to build confidence and plan meaningful digital improvement.
National and local organisations are currently being onboarded to the Dashboard, and a national awareness webinar, delivered jointly with Scottish Government and COSLA, is being scheduled to highlight the framework, practical examples of use, and the wider set of learning resources available.
At this stage, increasing visibility across the social care sector is really important. Sharing these tools through networks, newsletters and sector platforms helps ensure that services of all sizes can benefit. We will continue to work with partners to raise awareness and support adoption across the workforce.
