Following our provider update on 30 April, where we highlighted the Food Standards Agency guidance regarding the use of raw flour, we have received questions and concerns from providers. We understand the importance of addressing these concerns and providing some reassurance to the sector. However, as the regulator, it is our duty to direct providers to relevant guidance, especially when it comes to potential risks to the health of children. 

The guidance from the Food Standards Agency states that heat-treated flour minimises the risks associated with raw flour. It also provides information on how to heat treat flour yourself. However, we do recognise that some settings may not have the necessary facilities for heating flour. In such cases, it is possible to purchase flour that is already heat treated. 

This is not an area that inspectors will be considering as part of their scrutiny.  When it comes to all activities involving food products, it is essential to adopt a sensible approach to minimise risk so we can ensure children continue to have fun and enjoy the learning experiences this can offer.
